RHOSP 16: ceph-grafana certificates are not rotated properly in TLS-everywhere architecture

Issue

Grafana service wasn't fixed by workaround provided in https://access.redhat.com/solutions/7094638.
In TLS-E deployment fresh ceph-grafana certificate was issued, but service still uses the old one.
