[RFE] Create network policies for multitenant setups via OpenShift Dev Spaces operator

Issue

• OpenShift Dev Spaces requires additional NetworkPolicy objects when deployed in a multitenant environment.
  • The NetworkPolicy objects could be configured with the OpenShift default project template, but would be in place for all new Projects. This could be problematic for Projects when they shall not be used with the OpenShift Dev Spaces operator.
• OpenShift Dev Spaces does not offer the possibility to create all required network policies for a multitenant deployment.
