Why do I receive the error "no PostgreSQL user name specified in startup packet" when using the awx-manage command?

I receive the following error when I try to run the AAP installer
psycopg.OperationalError: connection failed: certificate verify failed FATAL: no PostgreSQL user name specified in startup packet -
I have a GCP database and get an error when trying to use the awx-manage command
