Unable to access internet from a namespace with EgressIP configuration in ARO cluster

Issue

• In ARO cluster, from the namespace that is configured to use Egress IP, it's not able to access the Internet, is it expected behavior?
• From pods in the namespace that is configured with EgressIP, unable to access external internet.
