Disable deployment of Redis container while deploying RHOSP 17.1 with Octavia

Issue

• When adding Octavia to an existing overcloud, or when deploying a new stack, the Redis container is added to the controller nodes
• Redis is, however, not in use by Octavia and can be removed if no other service is using it
