oc adm top command returns error: Metrics not available

Issue

• Running the oc adm top command returns the error "Metrics not available."
• The logs from the prometheus-k8s pods in the openshift-monitoring project indicate write errors due to read-only filesystem issues.
• The node running the prometheus pod logs errors related to backend storage credential.
