- Cannot find any license published by Red Hat on active-streams or https://mvnrepository.com/artifact/org.reactivestreams/reactive-streams/1.0.4.redhat-00003.

Red Hat does not provide binary built by a third party and does not take responsibility for it. Use bits located officially here
Note that there is no license for compiled bits.
Furthermore, reactive streams from this location is the only valid license of the source code. This software adopts the MIT No Attribution License, which imposes no restrictions on binary distribution. For Red Hat to impose restrictions on binaries would undermine the spirit of open-source software. Hence,there is no license for the binaries (Please note that it is one of the biggest differences between a proprietary software and an open source software of the license).
