Entropy exhaustion with Apache httpd 2.4 and FIPS enabled in the RHEL 9

Issue

• Experiencing timeout errors on a new RHEL 9 with FIPS enabled instance acting as a reverse proxy using httpd-2.4.57-11.el9_4.1. Increased traffic leading to 504 errors, the client requests that timeout are not showed in the Apache httpd SSL access logs and there are no errors in the ssl_error_log. The same setup works without issue in a RHEL 7 server.
