Configuring Quay for Oracle Cloud Infrastructure (OCI)

Issue

• After configuring the DISTRIBUTED_STORAGE_CONFIG in Quay to for s3Storage for Oracle Cloud Infrastructure S3 you receive the error Error fetching blob: invalid status code from registry 404 (Not Found) when pulling an image.
• When pulling an image hosted on Quay that used Oracle Cloud Infrastructure as the S3 storage, you receive the error: Error fetching blob: invalid status code from registry 404 (Not Found)
