SQLSTATE 53300 error when accessing the RHACS console

Issue

• When accessing the RHACS console, following error is encountered:

  cannot create role based identity: creating transaction: failed to 
  connect to `host=central-db.stackrox.svc user=postgres database=central 
  active`: server error (FATAL: sorry, too many clients already (SQLSTATE 
  53300)) 
  

• central-db pod got stuck during the upgrade from one version to the other.
