Why does `vgcreate` fails with the message "Failed to detect a running lock manager to select the type of lock" ?

When creating a shared VG in an Active/Active configuration, it fails with the following message:
# vgcreate --shared vg_gfs2 /dev/sdc Failed to detect a running lock manager to select the type of lock. Run `vgcreate --help' for more information.
