Unstability in SNO cluster after RAN application Deploymenet in RHOCP4

Issue

• Post RAN application deployment, SNO node went to hung state.
• SNO cluster has one failing unit (NetworkManager-wait-online.service) which is failing due to the "ens1f1" interface is waiting to get an IP address
• NetworkManager-wait-online.service gets into the failed state.

LOAD   = Reflects whether the unit definition was properly loaded.
ACTIVE = The high-level unit activation state, i.e. generalization of SUB.
SUB    = The low-level unit activation state, values depend on unit type.
