[RFE] Create private gcp bucket with using CCOCTL gcp create command

Issue

• When running the ccoctl gcp create command, it currently creates a public GCP bucket for the OIDC provider.

• While AWS offers the option to create a private S3 bucket with the ccoctl aws create command, seeking a similar option for GCP cloud services to allow for the creation of private buckets as well.
