Failed to take snapshot of a volume: "rpc error: code = Unknown desc = provided secret is empty" in RHOCP 4

Issue

• Snapshot of volume volume 0001-0011-openshift-storage-0000000000000001-aaaaaaaa-aaaa-aaaa-aaaa-aaaaaaaaaaaa created by a custom volumeSnapshotClass is failing with "No snapshot secret/namespace provided" error.
• Unable to take volumeSnapShot of a PersistentVolumeClaim.
• Dell PPDM / The OADP operator isn't able to take volumeSnapShotof a persistentVolumeClaim while creating a Backup.
