Trigger an alert when the node reboots for RHOCP4
Issue
- The alerts KubeNodeNotReady or KubeNodeUnreachable will fire the alerts 15 minutes by default after the node is not ready or the node is unreachable.
- Wanting to be alerted when the nodes reboot
