Openshift user has no rights to see prometheus and alertmanager dashboards in service telemetry framework.

Issue

• A user belonging to any identity provider in openshift cannot see prometheus nor alertmanager dashboards in service telemetry framework.
• NOTE: this is a bug and it's tracked in user have no rights to see prometheus dashboards even if rolebinding as in docs has been given
