"Missing managed policies" in ClusterGroupUpgrade, Despite Policy Existing on Cluster

Issue

  • When applying a ClusterGroupUpgrade CR (CGU) through TALM to manage the upgrade of a Managed Cluster an error is reported in the status of the CGU that the Managed Cluster is Missing managed policies: [talm-managed-upgrade-policy] despite the talm-managed-upgrade-policy being present in the policy list for the Managed Cluster.
