Connected ActiveMQArtemis on Openshift: custom plugin with no parameters results in "java.lang.IllegalArgumentException: map value not in k=v format"

Issue

A custom broker plugin on AMQ 7.12.0 configured via brokerProperties results in the following message:

  brokerProperties:
   - brokerPlugins.\"org.apache.activemq.artemis.plugin.message.NOOP.class\".init=

This occurs, in particular, when no init parameters are required by the plugin.
