Unable to skill a process in RHEL 8
Issue

When I try to kill a running process using the skill command in RHEL 8, nothing happens. An strace shows a SIGKILL is not even sent.

The skill command works correctly in RHEL 7 and RHEL 9, but not RHEL 8.
