How to change mime type returned by "file --mime" command?

Issue

For an xml file, RHEL 7 file --mime command returns application/xml, but RHEL 8 and 9 file --mime command returns text/xml. How to change this behavior as RHEL 7?
```
$ file --mime test1.xml
test1.xml: text/xml; charset=utf-8
```
