'openstack overcloud ceph spec' fails when osd_spec file contains two yaml documents

Issue

If the osd_spec.yaml file passed to openstack overcloud ceph spec --osd-spec contains two yaml documents as specified by a --- set of hypens between valid yaml, then it's not possible to create a valid Ceph spec.
