Ceph cluster in stretch_mode_enabled does not work properly during one site maintenance
Issue
When doing maintenance of DC1 site Ceph cluster in stretch_mode_enable was able to operate normally, i.e. serve client I/O, while when doing maintenance of DC2 site the Ceph did not serve client I/O.
