How to reduce interrupts for Mellanox devices in RHOCP 4

Issue

  • When channels are reduced the number of interrupts does not change for mlx5_core devices.
  • Using udev rules or ethtool -L for setting the channels is not sufficient for reducing the number of interrupts of Mellanox network interfaces.
