Error upgrading containers during framework upgrade RHOSP 16.2 to 17.1 (Service tripleo_rsyslog has not started yet)

Issue

• We are upgrading our overcloud to RHOSP 17.1 following the framework upgrade doc but at section 8.1.3 we get an error running the command at step3 upgrading the running containers:
