Shutting down systemd user instances fails after update of systemd package

Issue

After update of systmed package from systemd-239-45.el8 to systemd-239-78.el8, shutting down systemd user instances fails with the following messages:

systemd[92263]: /usr/lib/systemd/user/systemd-exit.service:16: Failed to parse failure action specifier, ignoring: exit-force
systemd[92263]: Failed to enqueue exit.target job: Unit systemd-exit.service has a bad unit file setting.

where units of systemd user instances are stopped abnormally with SIGKILL. As a result, there could occur a variery of impacts depending on each abnormally stopped units.

Environment

  • Red Hat Enterprise Linux 8
  • The version of systemd before updating the systemd package is the ones earlier than systemd-239-58.el8
  • The version of systemd after updating the systemd package is systemd-239-58.el8 or later
