OpenShift Virtualization CDI Smart-Cloning to use 1:N method strategy for cloning from existing snapshot.

Issue

• Smart cloning methods should use 1:N strategy where a permanent snapshot will be created and each clone request will use this existing snapshot, rather than current 1:1 cloning method which creates a temporary snapshot of the source PVC for each intended clone and snapshot is deleted.

• As a CNV administrator I want to store a base image as a snapshot and clone from the snapshot instead of a pvc because this can scale better on certain storage systems such as ceph.
