After FFU from 13 to 16.2, Cisco StarOS VM with bonded VFs no longer works.

Issue

• R630 computes with Dell X520 NICs.

• StarOS VM with bonded VFs (inside the VM) was working on:

RHEL7.9/OSP13.0.16

but no longer works after FFU to:

RHEL8.4/OSP16.2.6

• The VM is unable to use the previously working bonds.

• StarOS is using ixgbevf 2.15.3:
