LokiStack falls back to AWS S3 in RHOCP 4

Issue

• LokiStack is failing back to use AWS S3 without any warning when the storage endpoint url has not http or https in front

• LokiStack is failing MissingRegion when the object storage used doesn't need it as parameter:

  2024-02-07T10:35:50.371562777Z failed to init delete store: failed to get s3 object: MissingRegion: could not find region configuration
  

• LokiStack is trying to put the chunks to AWS S3 when the object storage set is ODF
