Why non-modular packages are being marked as of "filtered out by modular filtering" during update ?

Issue

During update, non-modular package are being marked as modular and are seen with error "filtered out by modular filtering"

# dnf update
Error:
 Problem 1: package glibc-langpack-en-2.28-236.el8_9.12.x86_64 requires glibc-common = 2.28-236.el8_9.12, but none of the providers can be installed
  - cannot install the best update candidate for package glibc-langpack-en-2.28-189.5.el8_6.x86_64
  - package glibc-common-2.28-236.el8_9.12.x86_64 is filtered out by modular filtering
 Problem 2: package rpm-plugin-systemd-inhibit-4.14.3-28.el8_9.x86_64 requires rpm-libs(x86-64) = 4.14.3-28.el8_9, but none of the providers can be installed
  - cannot install the best update candidate for package rpm-plugin-systemd-inhibit-4.14.3-23.el8.x86_64
  - package rpm-libs-4.14.3-28.el8_9.x86_64 is filtered out by modular filtering
