OpenShift 4 installation keeps failing, resuming 8 hours later, but the bootstrap phase never finishes

Issue

  • Bootstrap API is up, but control plane nodes installation starts only after 8 hours.

  • However, the installation is not successful. The bootstrap phase never completes:

    [root@bastion ~]# openshift-install --dir install-dir wait-for bootstrap-complete

Environment

  • Red Hat OpenShift Container Platform (RHOCP).
    • 4.14.6 version used.
  • UPI installation on Nutanix with restricted network (disconnected).
