When CPUs are isolated tuned profile fails to run sysctl in RHOCP 4
Issue

Tuned profile is degraded because "no space left on device" while setting SMP affinity:
tuned.plugins.plugin_scheduler: Failed to set SMP affinity of IRQ 1111 to '00000001': [Errno 28] No space left on device
