OpenShift 4 node boots with no IP address configured
Issue
- OpenShift 4 node boots with no IP address configured though primary NIC is configured with static IP and gateway
- The node was forcibly shutdown in the middle of the previous boot through BMC when ovs-configuration.service was run
- Upon the next boot, the node boots without any valid IP address on br-ex
- Rebooting the node doesn't recover this issue
