Upgrade path unavailable due to invalid PromQL result in RHOCP4

Issue

  • Upgrade recommendation is not showing in OpenShift 4 console page.
  • Messages like the following ones are shown in the cluster-version-operator logs:

    Requeue available-update evaluation, because "4.y.z" is Recommended=Unknown: EvaluationFailed: Exposure to xxxxxxxx is unknown due to an evaluation failure: invalid PromQL result length must be one, but is 0
    
    Requeue available-update evaluation, because "4.y.z" is Recommended=Unknown: EvaluationFailed: Could not evaluate exposure to update risk xxxxxxxx (invalid PromQL result length must be one, but is 34)
    
  • Messages like the following ones are shown in the ClusterVersion resource:

    Exposure to xxxxxxxx is unknown due to an evaluation failure: invalid PromQL result length must be one, but is 0
    
    Could not evaluate exposure to update risk xxxxxxxx (invalid PromQL result length must be one, but is 34)
