Issue

Hot Swappable disks erroneously excluded by ceph-volume.

The ceph-volume command excludes Hot Swappable disks from use as a Ceph OSD.

Output from lsblk:

                       ^ '1' indicates removable as these disks are in an enclosure (tray) which supports the hot swapping of disks. 

The udevadm command can also be used:

# udevadm info /dev/sdm | grep removable
    ATTR{removable}=="1"
