RHOCP 4 installation failing for bootstrap node not using proxy variables

Issue

  • The release-image process in the bootstrap node does not contain the proxy configuration.
  • The release-image fails with timeout while pulling the container image:

  • If the proxy variable contains the % character systemd on the bootstrap node returns the following error:

    Jan 24 13:40:41 localhost systemd[1]: /etc/systemd/system.conf.d/10-default-env.conf:3: Failed to resolve specifiers in HTTPS_PROXY=http://testuser%40example.com:12345678@10.0.0.1:443, ignoring: Invalid slot
