oc mirror fails with "The rendered catalog is invalid." or "MANIFEST_UNKNOWN: manifest unknown"

oc-mirrorutility cannot mirror images. Following error messages are received
- The rendered catalog is invalid
- MANIFEST_UNKNOWN: manifest unknown
