Cloud-init customization does not complete because open-vm-tools triggers reboot during provisioning
Issue
When provisioning a VMware host with Satellite using a userdata + cloud-init template, open-vm-tools reboots the VM too soon, before the end of cloud-init execution, leaving the customization incomplete.
