Modifying and/or deleting static routes with NMState

Issue

When working with static routes in NMState, removing and/or changing existing routes through a modification to the yaml definition may not work as expected. If the definition yaml is changed to remove a route, for instance, and applied, it will not delete the route which has been removed from the yaml.
