ACM installation not completed as MCH stuck in Installing state with error Failed to deploy ClusterRole open-cluster-management:cluster-manager-admin

Issue

• The ACM installation not finished. The MultiClusterHub stucks in Installing and the MultiClusterEngine stuck in the Progressing state.

• MCH is stuck in Installing phase as below:
