Support Loki for a maximum of 90 days in RHOCP 4

Issue

  • Log retention configured in S3 can be set for any period, but queries made from the Observe > Logs section are only for the 30 days and 1 hour.
  • Loki sizing is only tested and supported for short term storage, for a maximum of 30 days, it is desired to be supported until a maximum of 90 days, but it's desired to set up a longer period
  • When going to the OpenShift Console > Observe > Logs and select a Custom time range with the From a day older than 30 days, an error is returned:

    Danger alert:The query time range exceeds the limit (query length: 1705h0m0s, limit: 30d1h)
