Configure private repository URL in RHACS Offline Mode

Issue

• A feature is required to implement the configuration of a private repository link for facilitating automatic updates for scanner database vulnerabilities and kernel support packages.
• This feature enables the download of the scanner database and kernel packages, followed by their transfer to the designated location or node.
• In addition, seamless uploading of scanner vulnerability definitions using roxctl scanner upload-db and collector support package upload functionalities is needed in a disconnected environment.
