The alert bell in the OpenShift Console displays always the core alerts in RHOCP 4

Issue

• The alert bell in the right corner in the Openshift console displays always the number and alerts from source: Platform, even, when the filter source: Platform is removed and added source: User
• The alert bell in the OpenShift console displays always the platform alerts.
• It's desired to see in the bell icon count and in the notifications sidebar the alerts filtered by an OpenShift user instead of always the Platform count and alerts.
