sshd: /etc/ssh/sshd_config line xxx: too many allow users.

Issue

After adding an AllowUsers line to /etc/ssh/sshd_config file, the sshd service fails to start.

When inspecting the journal, the following error message can be seen:

# journalctl -u sshd
Dec 06 01:43:05 server sshd[2375]: /etc/ssh/sshd_config line 140: too many allow users.
