Pipeline validation error after update to OpenShift Pipelines 1.11

Issue

• With the update to OpenShift Pipelines 1.11 we have Tekton pipelines failing because of a validation error when the final task failed or is skipped. This though used to work with the previous version of Tekton.

• Validation error as shown below reported when final task failed or was skipped after update to Pipelines 1.11.

  invalid pipelineresults [REPORT_URL], the referred results don't exist
  

• OpenShift Pipelines 1.11 seems to handle skipped or failed final tasks differently that previous version.
