RHACM cannot hibernate a cluster deployed with a custom resource group in Azure

Issue

The hibernation of a cluster deployed in Azure using a custom resource group does not work in RHACM. When hibernating a cluster via RHACM web console, the cluster appears as hibernating, but it is still running.

  • Red Hat Advanced Cluster Management for Kubernetes (RHACM) < 2.9
  • MultiCluster Engine (MCE) 2.4.0
  • Red Hat OpenShift Container Platform (RHOCP) 4
