Why is a TIME-WAIT socket not killed when a RST arrives?

Issue

  • Timeout issue on connection between application and Database.
  • A challenge ACK to a socket in the TIME-WAIT state generates a RST which is ignored. So the client eventually times out trying to establish a TCP connection.
