"No Repository Sets to Show" for Content Host of Satellite

Issue

When looking at a host's "Repository Sets" tab in the Satellite Web UI under Hosts --> All Hosts --> Click the Hostname --> Click the "Content" tab --> Click into "Repository Sets" and see the "Enable Red Hat Repositories" prompt along with "No Repositories to Show".
