[pcp:pmproxy] Recv failure: Connection reset by peer

When using pcp pmproxy on RHEL7 it throws below error:
# curl http://localhost:44322 curl: (56) Recv failure: Connection reset by peer -
On RHEL8 it works and responds back with http response.
