After upgrading to Satellite 6.13 and 6.14, the "Run Job" button is not visible to users

Issue

• On a Satellite using 6.12, a user using the default pre-defined Remote Execution Manager and Remote Execution User Roles, was able to see the, Run Job button.
• On a 6.13 and 6.14 Satellite server, the same user with Remote Execution Manager and Remote Execution User Roles was not able to see the Run Job button.
• Prior to upgrading to 6.13 and 6.14, permissions and roles for Job executions work as expected.
