Authentication fails with Could not find project: NULL (HTTP 404)

Issue

Authentication from Dashboard is failing
Running any overcloud command from cli using any user (including admin) fails reporting following message:

Could not find project: NULL (HTTP 404) (Request-ID: req-{uuid})
```
